Based in ability There are some non-native English speakers that have a deeper understanding of English and are better teachers. Some are not but some are. Base it on the individual, not on their nationality.

yes for sure i wud hire a non native english speaker because getting that one never had it by working hard gives more value and attention...

Perception is everything While I agree there are some non-native speakers who have a better grasp of English than native speakers, the unfortunate truth is that parents decide. They are the driving force behind wanting only native speakers because of the focus on "accent, accent, accent!"
