Necessary Even If Not Perfect You make them as fair as possible, and then you use them. (The relentless attack on testing in USA is really an assault on facts and knowledge. Progressive educators continue to try to create a fact-free classroom where every kid gets at least a B.)

Like everything, it is about placement. People may not like standardized testing but ranking based on performance is done all the time, from career advancement to atheletics.
